What is EuroStack? #
EuroStack is a European grassroots movement with over 400 industry signatories, technologists, and economists demanding radical industrial action to build Europe’s sovereign digital infrastructure. It addresses the urgent need for technological independence at all levels: from AI and cloud computing to chips and connectivity.
The Crisis #
Europe faces critical dependencies on non-European technologies that pose security risks and compromise sovereignty. Due to structural fragmentation, Europe has fallen significantly behind the US and China. Without profound changes, Europe’s dependency on non-European technologies will be nearly complete within three years.
What EuroStack Demands #
Creating Demand: Government commitments to “Buy European” to foster investments in European solutions.
Creating a Viable Supply: Pooling and federating existing European assets, supporting open-source solutions, and developing harmonized standards for sovereign clouds.
Funding Strategy: A dedicated fund for sovereign infrastructure for capital-intensive areas like chips and quantum computing, complemented by the Digital Decade initiative.

Current geopolitical developments have made strategic autonomy an urgent imperative. Industry is ready to invest - Europe must act decisively to protect its digital future.
